LOCAL OPTION SALES & SERVICE TAX (LOSST)

 

Election Day is Tuesday, March 6th, 2018

 

What is the Local Option Sales Tax?

 

Counties in Iowa have the ability to pass a 1% local option sales and services tax to benefit municipalities.  All counties in Iowa, with the exception of Polk and Johnson County, have the local option sales tax.

 

The 1% LOSST is approved by voters at the city or county level and is only collected on items that are currently subject to sales tax.  More that 90% of Iowa has LOSST and every year, visitors to Polk County will generate additional LOSST revenue for Mitchellville.  If Polk County had implemented LOSST last year, and if Mitchellville had also voted to implement LOSST, The City of Mitchellville would have received an estimated $350,500.00.

 

If Mitchellville votes to implement LOSST, what will the money be used for?

 

The Mitchellville City Council approved the following language to appear on the ballot:

 

    Revenues from the sales and services tax shall be allocated as follows:

 

    Fifty percent (50%) of such revenues for property tax relief

 

    Fifty percent (50%) of such revenues for capital improvement projects: water, sewer, roads.

 

 

Does this have to pass in every city or just county-wide?

 

The contiguous cities of Polk County (Urbandale, Altoona, Johnston, Grimes, Clive, Windsor Heights, West Des Moines, Des Moines, and Pleasant Hill) vote together as a block and must approve it together for it to be implemented in the Polk County portions of these cities.  Throughout the rest of Polk County, cities votes individually as well as unincorporated Polk County. 

 

What this means for Mitchellville, is that if the contiguous cities approve LOSST and Mitchellville fails to, residents will have to pay 7% sales tax in those communities but Mitchellville will not receive a portion of the revenues collected. 

 

Will this tax impact my property taxes?

 

This vote will not increase your property taxes, but would provide property tax relief as stated in the ballot language.

 

 

Why is LOSST appearing on the ballot now?

 

With the passing of LOSST in Dallas County in November, 2017, numerous cities in Polk County have supported placing the LOSST measure on the Polk County ballot,  All together those cities represent more than 50 % of the Polk County’s population and this was enough to trigger a local-option sales tax election by Iowa law.

 

Will the local option sales tax increase only be paid by Polk County residents?

 

No, any visitor to Polk County retail and service businesses that charge sales tax would also be charged the 1% LOSST.  Currently, Mitchellville residents pay LOSST when visiting many other Iowa cities – 93% of communities in Iowa have a local option sales tax.

 

Who can participate in the election?

 

Any eligible voter in Polk County may participate on or before March 6th.

 

Can I vote at a satellite location?

 

At this time, satellite locations have not been announced.  Please reference voter information at https://sos.iowa.gov/elections/voterreg/pollingplace/search.aspx for information about voting.

 

Can I vote via absentee ballot in this election?

 

Yes, you must request an absentee ballot through the Polk County Election Office.  Call Polk County Auditor’s Office at 515-286-3247 for more information.

 

When is the election and where do I vote?

 

Election Day is Tuesday, March 6th.  Polls are open from 7:00 am to 8:00 pm at Mitchellville City Hall, 204 Center Ave N.
